With Haruka in tow, find the girl at Children's Park, then collect a gift from at least three of the four spots: Poppo on Showa St., the Tenkaichi back alley, Club SEGA Theater Square, and the Pocket Circuit Stadium. Haruka only walks with you in Ch.7 and Ch.11 — miss both and the substory is gone.
Chapter 11 is the final stretch where Haruka actually walks with Kiryu in the main story. Anything you skipped in Ch.7 (Hide-and-Seek, Searching for the Present, etc.) must be cleared now — Chapter 12 locks them out of the 100% list for good.
78 'Trouble Mission' substories spread across Kamurocho. None are time-limited — every one stays accessible up to the final boss — but a handful punish wrong dialog picks with broken rewards. Chapter 4 unlocks ~35 at once, so interleave them with the main story rather than backlogging. The Komaki training chain (57–67) feeds Kiryu's signature Heat Actions and should be prioritized.
